Is Jenny Bakery that good?
No doubts for its popularity with the Mainland China tourists and I guess Singaporeans ?
It is soooooooo popular that we had friends who tell us DIE DIE MUST TRY their cookies and also that <s> black market </s>little business opportunity for Jenny's Bakery cookies at Taobao.com
See that yellow sign on the right ? That was a young man selling the same cookies at a premium - extra HKD$10 to beat the queue. We also saw a shop selling the same cookies at double the price.
As we were staying nearby, we already had plans to purchase the cookies. To try out ourselves if it is really that awesomely good.
We joined the Jenny Bakery queue on a weekday morning after our breakfast. That was half of the people in front of us and there's more in the building.
The next 5 seconds we had maybe about 10 people behind us ?
While we were queuing , there will be people who will ask if you want to "buy" a queue number/"buy" a shorter queue or simply buy at a premium, or even people lugging suitcases coming to ask if you can help them to buy because they have reached the max for the day.
To buy the cookies, we had to queue for almost an hour justtttt to get the queue number and then enter the shop to purchase. Every one with the queue number is only able to get 5 tins a day. I was expecting to be able to get ten tins.

No service at all. If you make a fuss, the shop assistant would probably ask you to scram.
You want to take, you don't want , out you go.
Popular for it's melt in your mouth cookies and super kawaii round bear tin, here's my 四味奶油曲奇.
Cookies are made freshly everyday and can only keep for a month.
Price guide :
Nonetheless, theses butter cookies made great gifts for friends and family from the usual traditional pastries. They list themselves as a true Hong Kong treat so I guess it is official that it is a must buy.

Back to the question, is it really that good ?
In my humble opinion, it was good but not super duper good. Definitely not the best that I ever had.
Jenny Bakery has two outlets in the country, we went to the Tsim Sha Tsui Store.
